Overview

The Legislative Audit Bureau is seeking a critical-thinking Performance Evaluator Director to join our team. This position will report to the State Auditor and represent the Bureau in interactions with senior officials from across state government. The Legislative Audit Bureau is a nonpartisan service agency of the Wisconsin Legislature that is responsible for conducting performance evaluations and financial audits to ensure public accountability for state resources.

Primary Responsibilities

Leadership:

  • Collaborates with other senior leadership and State Auditor to develop and implement audit plans to meet the required audit objectives.
  • Manages work of team leaders, establish expectations, and assess performance.
  • Meets frequently with evaluation teams to review analyses, plan additional evaluation work, and develop tentative conclusions for further consideration.
  • Performs quality assurance procedures through selected review of documentation.
  • Participates in staff development and assists in recruiting additional staff.
  • Effectively balances staffing resources to meet deadlines.

Audit Operations:

  • Prepares plans to meet requirements of assigned audits.
  • Develops appropriate and thorough analyses.
  • Monitors each evaluation to ensure quality and completeness of the evaluation work.
  • Prepares timely and accurate evaluation reports.

Minimum Qualifications

  • Leadership experience, including leading, motivating, and developing staff
  • Ten years of experience in the field of performance evaluation or related field
  • Knowledge of public policy analysis and methods of measuring program effectiveness and efficiency
  • Demonstrated experience in determining appropriate research strategies, planning and conducting complex performance evaluations, and leading others in performing these functions
  • Experience working effectively in a team setting to promote a positive, productive work environment
  • Critical thinking, analytical, multi-tasking, writing, and oral communication skills
  • Graduate or professional degree in an academic discipline emphasizing analytical skills or policy analysis

Preferred Qualifications

  • Knowledge of the principles, practices, standards, and applications of performance evaluation
  • Extensive understanding of government policies, budgets, management, and operations
  • Experience coaching, supervising, and training multi-disciplinary teams of evaluation professionals
